DHARAMSHALA, September 14: Kalon Tripa Dr Lobsang Sangay will table the motion for the election of new Kalons (Cabinet members) on the first day of the monsoon session of the 15th Tibetan Parliament-in-exile which begins September 16.
According to a draft schedule released by the parliament secretariat on its website, Dr Sangay will propose the names of his cabinet colleagues for the approval of the parliament in the morning session of the sitting.
The Charter of the Tibetans in exile provides the Kalon Tripa with the prerogative of introducing up to seven candidates on the floor of the house to head the seven departments under the Central Tibetan Administration.
However, a Kalon can also serve in other capacities without ministerial portfolio.
As per the Charter, a Kalon candidate can be directly elected to the cabinet if unopposed. In the event of a member of parliament opposing the candidature of an individual, the house will go through voting on that individual.
There have been earlier instances of a Kalon candidate failing to win the stipulated simple-majority in the house.
Upon election, the new Kalons are scheduled to take oath of office from the Supreme Justice Commissioner in the afternoon of September 16.
With the recent successful election of the two U-Tsang parliamentarians, the house is expected sit in its capacity of 44 elected members.
