Strengthening Local Tibetan Assemblies at grassroot level

Manali (H.P): May 22: Tibetan Parliamentary and Policy Research Centre (TPPRC), has started an intensive workshop on Democracy- “Strengthening Local Assemblies” here at Manali, Himachal Pradesh.

A week-long workshop (May 18-24, 2007) is being specifically organised for the members of the Local Tibetan Assembly of Manali and its surrounding, including Pandoh, Mandi, Solan, Bir, Chauntra, Dalhousie and Dharamsala.

This is the tenth workshop of it kind by TPPRC. Series of such workshops for local Tibetan Assemblies have been organised by the Centre in different key areas of India and Nepal.

In this workshop, the participants are facilitated to learn and discuss a wide range of subject matters like responsibilities, functions and regulatory procedures relevant to members of local assemblies, processes of budgeting, financial accountability and financial status of the Tibetan Government-in-Exile. The workshop also includes study of Democratic and Organisational structure of Tibetan Government-in-Exile and presentation on the concept of Autonomy and Middle Way Approach.

To ease the functioning of the Local Assembly, specific training sessions are also being conducted during the workshop. In fact one of the most important objectives of the workshop is to train the local assemblies in presenting budgetary and annual reports.

Preparing questions, calling attention motions, passing resolutions, bills, amendments, or budget estimation are other relevant subjects being covered in the training sessions.

Besides the ongoing workshop, TPPRC is also giving a public talk to enlighten the local Tibetan people concerning the policy of Autonomy and the Middle-Way Approach adopted by Tibetan Government-in-Exile.

Two such public talk had been given to the local people of Manali and Kullu. On the way back to Delhi, TPPRC intends to give similar kind of public talk to Tibetans in Pandoh, Mandi, Sundernagar, Rewalsar, Shimla and Solan

The Tibetan Parliamentary and Policy Research Centre based in New Delhi is a joint project of the Friedrich-Naumann Foundation, a public funded German institution. The foundation is committed to liberal democratic ideals and, engages in strengthening pluralist development and Tibetan Parliament in exile.
