TYC strongly condemn the visit of Dai Bingguo

Tibetan Youth Congress strongly condemn the visit of Chinese Vice-foreign minister Dai Bingguo to attend 9th round of border talks with Indian counterparts due to take place on January 17-18, 2007 at Delhi. Any agreement between India and China at the cost of the interest of the six million Tibetans can never be accepted by the Tibetan people and will clearly lack the legitimacy for the lasting solution.

The focus in the ninth rounds of talk between India and China will be on China’s claim over 90,000 sq.km in Arunachal Pradesh, particularly Tawang.This visit comes at a time when a prelude to Hu Jintao’s recent visit to India, Chinese Ambassador at Delhi, Sun Yuxi’s claim on 13th November, 2006 that “in our position, the whole of Arunachal Pradesh is Chinese territory and Tawang is only one place in it. We are claiming the whole of Arunachal Pradesh”. This reminds us an event on February14,1978 at Beijing when Deng Xiaoping flatly told to A.B.Vajpayee, then a Foreign Minister that eastern sector is of economic value, unlike the barren Aksai China and hence the area of the biggest dispute.

Since China’s illegal and forcible occupation of Tibet, its oppressive rule in Tibet had resulted in death of over 1.2 million Tibetans and the total destruction of Tibetan tradition, culture, religion and environment etc. Thousands of Tibetans continue to languish in prisons suffering from inhuman torture and prosecutions. The Tibetans are deprived of all basic rights including religious, cultural, education and traditional rights etc. that forces the fleeing of over 3000 Tibetans each year from Chinese repression.

Just a month ago, on 30th September, the worlds witnessed with great shock and disbelieve the routine and the ruthless killing of Tibetan refugees fleeing at Nangpa-la pass at Tibet-Nepal border by the Chinese Border security forces. The cold blooded shooting, captured in a video by a western mountaineer, had leftover several Tibetans dead and over a score arrested and imprisoned. And as usual in Tibet, it is unaccounted for.

India has paid heavily in the past for her soft approaches to its national security management. In the face of the current global realities of interdependency, we certainly do not propose a more confrontational approach towards China. However a nation whose neighbourhood has cost India an immeasurable and irrevocable loss in terms of national prestige, security and national interest and who continues to harbour anti-Indian campaign and policy, a more clear and bold policy must be in offing, which includes recognition of independent Tibet. .

The passing exigencies of economic development and unfounded dithering of the undemocratic China, notwithstanding substantial return in trade boost cannot be allowed to overwhelm the national interest and security of India and most importantly compromise on the supreme human values of truth, justice and freedom, India is so reputed for espousing and defending. And for enhancing mutual trust and understanding between the governments, leaders and peoples of the two countries for ensuring peace, stability and prosperity not only in Asia but also in the whole world, the just and early resolution of the Tibetan issue is inevitable and mandatory.

Tibetan Youth Congress (TYC), the largest non-governmental organization ensuing complete independence of Tibet consisting three provinces, while strongly condemning the visit of Chinese vice-foreign minister Dai Bingguo to India, firmly believes that government of India, while dealing with Chinese delegates will not take any measures that may go against the historical truth and aspiration of the six million Tibetans living in and out of Tibet.
