Piedmont Parliament passes Resolution on Tibet

‘No Olympics in China Until Tibet is Free’

The positive outcomes of the TYC led Indefinite Hunger Strike at Turin, Italy demanding ‘No Olympics in China Until Tibet is Free’ have now started taking its roots in the international community. The Hunger Strike lent force by three selfless Tibetans, Ven. Palden Gyatso, Mr. Tamding Choephel and Mr. Sonam Wangdue continued on from the 14th of February at the site of the XX Winter Olympiad, which was later called off on the 28th of February 2006 after receiving concrete assurances of necessary follow up from the executive committee of IOC.

On the 7th of March at around 2 pm the Association of municipalities, provinces and region for Tibet invited the three Tibetan hunger strikers Ven. Palden Gyatso (former political prisoner), Mr. Tamding Choephel (Vice President of Tibetan Community Italy), Mr. Sonam Wangdu (President of RTYC Dharamshala, India) accompanied by Mr. Tsultrim Dorjee (General Secretary of TYC, Centrex) and Mrs. Pema Yangchen (Organisational Secretary of TYC Centrex) at the Regional Council of Piedmont (Parliamentary House) at Torino to pass resolution on Tibet relating to the Beijing Olympics.

Mr. Giampiero Leo, Honourable Member of Parliament from Forza, Italy introduced the Tibetan representatives at the Parliamentary House followed by the raising of agenda for the resolution at the House to appeal for the approbation of the Charter of Intents by the Olympic Committee of People’s Republic of China. The agenda for the resolution were signed by Mr. Giampiero Leo (FORZA ITALIA), Luigi Sergio Ricca (SOCIALISTI DEM. ITAL. SDI), Maria Cristina Spinosa (VERDI PER LA PACE) and 12 other members of Parliament. The agenda after being proposed by Mr. Giampiero Leo and signed by the majority of the members of Parliament, the Chairman of the House declared the approval for the resolution without further discussion in the House and the resolution was unanimously adopted in the House.

Thereafter, as a mark of gratitude, the Parliamentarians were offered Tibetan traditional scarves by TYC representatives and by the Hunger Strikers.

RESOLUTIONS:

To appeal for the approbation of the Charter of Intents by the Olympic Committee of People’s Republic of China.

As the systematic and repeated human rights violation in Tibet continues.

As recently group of religious people have been inflicted for calling on International community to review the awarding the 2008 Olympic games to China.

As the Under Secretary of Sport Mario Pescente has recently assumed commitment during the meeting in Turin with groups of Tibetan Hunger Strikers. This meeting took place as imitation of coordination of the association of municipalities, provinces and region for Tibet, which is structured in regional council of piedmont.

As the Charter of Intent was approved by TOROC particularly article no. 1 and 2, which calls the country hosting Olympic games a commitment to respect fundamental human rights.

REGIONAL COUNCIL

Regional council give the mandate to its President to appeal the IOC to call upon Olympic Committee of Peoples Republic of China to approve the Charter of Intents as a tangible sign of will to apply international convention already signed by Chinese govt. but not yet rectified till today.

To appeal Italian govt. to act as a promoter in European Union for the approbation of the resolution which invites the Govt. of Peoples Republic of China to adopt the Charter of Intent before the beginning of next Olympic games in Peking 2008

CHARTER OF INTENTS

Principles

ART. 1 – Responsibility

The primary responsibility for the safeguard and protection of human rights lies with the States and, therefore, with their governments. They are under an obligation not only to comply and enforce compliance with national laws, but also to include in their legislation the rules that they have willingly undersigned and that are internationally binding, as is the case with the Olympic principles. Other actors, however, can also make a decisive contribution to the safeguard and protection of human rights.
In its preamble, the Universal Declaration of Human Rights requests that <>. The Olympic Movement is deeply involved in the promotion of these principles, recalled in the Olympic Charter and the IOC Code of Ethics.
As a part of the Olympic Movement the Torino Organizing Committee will promote a far reaching information and awareness-raising campaign, in close cooperation with local institutions, the world of education, entrepreneurial organizations, trade unions and nongovernmental organizations.

ART. 2 – Non discrimination and freedom

All human beings are born free and equal in terms of dignity and rights. Each individual is entitled to all the rights and freedoms set forth in the Universal Declaration of Human Rights, without any limitations on account of their race, colour, sex, language, religion, social or national origin, political opinions. Each individual is entitled to freedom of thought, conscience and religion. Every individual is entitled to freedom of opinion and expression, peaceful assembly, association.
