Tibetan Civil Servants to Brush Up on China’s Constitution

Dharamshala 4 July-A group of 16 young Tibetan civil servants from various departments will brush up on the constitution and laws of China in a ten-day workshop organised here by the Kashag, the highest executive body of the Central Tibetan Administration (CTA).

With Prof. Yash Ghai and Su Hualing, the workshop beginning tomorrow will discuss the Constitution of the People’s Republic of China, Constitution of the Communist Party of China, Law on Regional Ethnic Autonomy and Basic Law of the Special Administrative Region of Hong Kong.

Intensive Workshops for Local Legislatures

Over 100 incumbent members of 17 Local Tibetan Assemblies have been trained in a series of Intensive Workshop on the Functioning of Local Assembly organised by the Tibetan Parliamentary and Policy Research Centre (TPPRC).

The Local Assemblies are a scale-down replica of the Assembly of Tibetan People’s Deputies (ATPD), the highest legislative organ of the CTA. Local Assemblies make laws concerning their respective settlements and monitor the works of their settlement officers.

The TPPRC organised three workshops back-to-back in Dekyling from 2-7 July, Bir, 10-15 July, and Mundgod, 22-27 July. The workshops imparted procedure of the house, financial accountability and other functions of a parliament.

The Delhi-based TPPRC is a non-profit NGO, which aims to assist the ATPD on policy matters, undertake research projects and political awareness programmes for the exile Tibetans, and disseminate information and knowledge about the situation of Tibetans to the international community.
